The First American War on Terrorism
You don't want to just  carelessly go out and maybe kill innocent people. Then you're as bad as the terrorist. President Ronald Reagan, November  27,19841

The President angrily thundered; "Let terrorists be aware that when the rules of international behavior are violated, our policy will be one of swift and effective retribution".2 The Secretary of State was apoplectic, declaiming that terrorism is "hemorrhaging around the world" and that "international terrorism…is the ultimate abuse of human rights."9
This anti-terrorist rhetoric is not from September 2001 but from January 1981-when Ronald Reagan and Secretary of State Alexander Haig proclaimed that fighting terrorism would be one of the Reagan administration's highest priorities. Amazingly, American's first war on terrorism is now almost completely forgotten.  Or perhaps it is no accident that the first war on terrorism has been brushed aside, since it left the Reagan administration in shambles, spurred the killing of hundreds of innocent foreigners, and dismally failed to protect American civilians.
As America avidly continues its second war on terrorism, it is time to examine the lessons of its first war on terrorism

At the time Reagan took office, Western Europe and the Middle East had suffered waves of attacks by leftist guerrilla outfits and radical Arab organizations. The seizure of American embassy personnel in Tehran by an Iranian mob symbolized to Americans the dangers of the new terrorism-even though the subsequent hostage crisis was the result of actions by the regime of ayatollah Khomeini.

الحرب الأمريكية الأولى على الإرهاب

أنت لا تريد  فقط  أن تخرج باهمال  ولربما تقتل ناس أبرياء . ثمّ تصبح سيئا مثل الارهابي . ا

صاح الرئيس بغضب؛ " دع  الإرهابيين يكونون مدركيين بأن عندما تنتهك قواعد السلوك الدولي ، سياستنا ستكون إحدى العقوبات السريعة والفعّالة " كان وزير الخارجية مصاب بداء السكتة ، يخطب بأنّ الإرهاب " العالم تنزف بسبب الارهاب" وبأن الإرهاب الدولي … أكبر إنتهاك لحقوق الإنسان "9

هذه الخطابات المعادية للارهاب ليست بسبب سبتمبر/أيلول 2001 لكن من يناير/كانون الثّاني  1981 - عندما أعلن رونالد ريغان ووزير الخارجية ألكساندر هيج  بأنّ يعتبر قتال الإرهاب أحدي أعلي أولويات إدارة ريغان . بشكل مدهش، حرب الأمريكي الأول على الإرهاب نسى الآن تقريبا بالكامل.  أو ربما لاتكون من قبيل المصادفة بأن أول حرب على الإرهاب ترك جانبا، منذ أن ترك إدارة ريغان في الفوضى، سبب بقتل مئات الأجانب الأبرياء، وأخفق في حماية المدنيين الأمريكان بشكل كئيب.

بينما تواصل أمريكا حربها الثانية بتعطّش على الإرهاب، لقد حان الوقت لفحص دروس أول حرب على الإرهاب

في الوقت الذي أصبح ريغان رئيسا ،  عانت أوربا الغربية والشرق الأوسط  من موجات الهجمات بتجهيزات الفدائيين اليسارية والمنظمات العربية الراديكالية . حجز موظفي السفارة الأمريكية في طهران من قبل الغوغائيين الايرانيين تمثل  إلى ألامريكان أخطار الإرهاب الجديد- بالرغم من أنّ أزمة الرهائن اللاحقة كانت نتيجة أفعال نظام آية الله خميني.
