Where is Herbert Hoover-Arabs are facing famine

Herbert Hoover  was one of my favorite American president  . When he became president his enemies feared him, feared that after WWI USA under his leadership would become   supper power,   and USA will take all their spoils, so they destroyed him,  despite that he helped his enemies as well as his friends. Herbert Hoover, the American relief administrator, warned the Allies that some “200 million people in the enemy countries and almost as many again among the victors and neutral nations faced famine”. He saved millions.
