USA, and UK have failed Kuwait

UK, and USA have imposed on the tribal institution of al-Sabah to establish  parliament if Kuwait wishes to be an Independent state  in early sixties, but they failed to impose on the ruler at that time to treat the minorities equally , to tolerate their religions, and  to allow them such rights as using their own languages.
